Macomb, IL – State Representative Norine Hammond (R-Macomb) was honored with the ‘Outstanding Legislator of the Year’ award by the Illinois Association of Park Districts at the Association’s annual conference last week.
The Illinois Association of Park Districts (IAPD) awarded Representative Hammond for her steadfast support of Illinois parks, recreation, and conservation agencies: Representative Norine Hammond is a major supporter of IAPD and our member park, recreation, and conservation agencies.
For example, last year Representative Hammond sponsored an IAPD legislative platform bill, House Bill 2218, that clarified the timeframe in which a park board could change its number of commissioners or the length of term of its commissioners during election years. Thanks to her steadfast leadership, this bill was included in the General Assembly’s election omnibus bill and is now law. This important legislation will help protect park districts from potential legal challenges in the future.
Representative Hammond is also a tireless supporter of her local park and recreation agencies and has worked to secure member initiative funding for critical projects and build strong relationships with commissioners and professional staff alike. Despite Representative Hammond’s demanding schedule as Deputy Republican Leader of the Illinois House of Representatives, her door has always been open to IAPD. For her remarkable dedication and support, we are pleased to honor Representative Norine Hammond with the Illinois Association of Park Districts’ Outstanding Legislator of the Year Award.
Representative Hammond thanked the Association for honoring her with this award. “The IAPD does outstanding work on behalf of our parks and recreation organizations throughout the state,” Rep. Hammond said. “I am grateful for their support and for their dedication to providing Illinoisans with wonderful opportunities to enjoy outdoor and recreational activities for the whole family.”
“The Director of the Havana Park District (HPD) here in Havana, Illinois, Grace Mott chimes in, ” Representative Hammond has helped the Havana Park District twice in the past few years, to get grants moving again after a stall in communications. The first time, HPD had gotten the notice of a $70,000 Department of Commerce and Economic Opportunity (DCEO) Grant award to fix the town pool, then Covid hit. The DCEO was tasked with all the Covid grants so our pool grant got pushed to the side. Representative Hammond made the calls to let the DCEO know that we still needed that money, and that we could do the pool work during Covid. Immediately the HPD received that award and was able to renovate the pool, thanks to Rep. Hammond.
The second time, HPD was awarded a DNR OSLAD Grant for $544,000 which was stalled for 5 months, with no communication from the DNR. A quick call to Representative Hammond also solved that problem. HPD’s grant administrator had taken ill and our grant was lost in the transition. Within a day the HPD received a new grant administrator and we were back in action!
